Planning and environmental analysis for 25 miles of four-lane rural arterial highway from Zebulon to Bent Mountain. Phase I design consists of 8 miles; Phase II design consists of 6 miles including three grade-separated interchanges. Cuts up to 400 feet deep and fills of more than 200 feet presented challenges in design. The project also involved structural design of six bridges.

Design of 6.8 miles of four-lane highway with reversible turning lane featuring a 50 mph urban and 60 mph rural design speed. The project replaces existing SR 29 south of Oneida, Tennessee, a two-lane facility with numerous horizontal and vertical geometric deficiencies. Palmer's responsibilities included the preparation of right-of-way and construction plans. The project was awarded the NQI State Achievement Award in 1995.

Survey of 12.5 miles and design of 6.25 miles of urban five-lane curb and gutter highway, including stormwater drainage design of over 400 curb box inlets. The survey included 40 approach roads and over 400 property parcels from Tullahoma to Decherd. The design began north of Estill Springs and ended in Decherd and included three signalized intersections.
