Award-Winning Revitalization: Ashland’s Winchester Avenue Streetscape

Palmer Engineering congratulates the Kentucky Transportation Cabinet (KYTC) on receiving the Quality of Life/Community Development Small Project Award for “Right-sizing, Roundabouts, and Revitalization: Ashland’s Winchester Avenue Streetscape Improvements.”
Selected from 30 projects across 10 states in the SASHTO region, this honor is part of the prestigious America’s Transportation Awards competition, which recognizes projects that enhance communities and improve quality of life.
In addition to this achievement, the project earned two more major honors:
2025 Engineering Excellence Grand Conceptor Award – American Council of Engineering Companies of Kentucky
2025 Transportation Improvement Award ($10 Million and Under) – ASHE Bluegrass
As the sole designer and primary visionary, Palmer Engineering led the project from the planning study in 2020 through construction in 2023. Working closely with the City of Ashland and KYTC, our team helped reimagine Winchester Avenue into a safer, more beautiful, and walkable corridor for residents and visitors alike.
Under KYTC’s leadership, the project was completed ahead of schedule and under budget. More importantly, it brought lasting improvements that continue to breathe new life into downtown Ashland.
