The US 150 Widening and Reconstruction Project highlights Palmer Engineering’s expertise in environmental documentation, multidisciplinary coordination, and public involvement for large-scale transportation improvements. The project includes the major widening and reconstruction of approximately 5.5 miles of the existing two-lane highway from east of Bardstown to the Nelson/Washington County line.
Palmer Engineering was contracted by the Kentucky Transportation Cabinet (KYTC) to provide a full range of NEPA environmental services, including preparation of the Environmental Assessment (EA) and Finding of No Significant Impact (FONSI). Our team led comprehensive public involvement efforts, coordinated historic property reviews, managed interdisciplinary studies, and facilitated agency communication to guide the project through successful environmental review and approval.
Environmental Planning and Studies
Palmer developed a comprehensive Environmental Assessment supported by technical base studies including:
Socioeconomic analysis
Air quality evaluation
Ecological assessment
Cultural and historic resource studies
Public involvement activities
Additional specialized investigations — archaeology, hazardous materials, and noise studies — were completed by Palmer’s subcontractors, ensuring full NEPA compliance and coordination across disciplines.
Strategic Coordination and Early Identification
Early identification of historic properties and proactive coordination with KYTC District 4, the Division of Environmental Analysis (DEA), and the design team were crucial to the project’s success. These efforts allowed design adjustments before significant resources were invested in alternatives that could not be approved, saving both time and cost.
