Palmer Engineering provided survey, design, construction administration, and construction inspection services for the City of Winchester's downtown streetscape improvement project. The project focused on transforming a 700-foot section of Main Street in front of the courthouse to improve pedestrian accessibility, enhance safety, and create a more attractive and functional downtown environment.

Key improvements included removing the elevated sidewalk steps known as the "High Side," replacing parallel parking with pull-in angled parking, constructing a decorative gravity wall to expand pedestrian space, installing social stairs for public gatherings and parade viewing, and adding curb bulb-outs to shorten pedestrian crossing distances. By providing both design and construction services in-house, Palmer Engineering delivered seamless coordination throughout construction, allowing for efficient resolution of field conditions and successful completion of project in spring 2026.
