Palmer Engineering Earns National Recognition with ACEC Grand Award

This recognition celebrates Palmer’s work on the US Route 460 Relocation Project in Pike County, Kentucky—a transformative infrastructure initiative that is reshaping regional connectivity and economic opportunity in Eastern Kentucky.

Palmer Engineering is proud to announce it has received a Grand Award for exemplary engineering achievement from the American Council of Engineering Companies (ACEC) as part of the organization’s 59th annual Engineering Excellence Awards.

Out of all submissions nationwide, only eight projects received a Grand Award this year. As a result, the US 460 Relocation Project is now a contender for ACEC’s highest honor—the 2026 Grand Conceptor Award, which will be announced at the Engineering Excellence Awards Gala on May 5 in Washington, D.C.

Judged by a distinguished panel of industry leaders, government officials, media professionals, and academic experts, the awards recognize projects based on innovation, complexity, social and economic impact, and their ability to inspire the engineering profession.

In addition to this national honor, the project has also been recognized as a 2026 Engineering Excellence Award contender by ACEC of Kentucky (ACEC-KY)—further highlighting its impact at both the state and national levels.

A Project of Regional Impact

Spanning nearly 17 miles from south of Pikeville to the Virginia state line near Breaks Interstate Park, the US 460 Relocation Project delivers a safer, high-speed, four-lane corridor through the heart of Appalachia. The new alignment not only improves travel efficiency but also strengthens access to jobs, commerce, and future development across the region.

As lead designer, Palmer Engineering played a central role in guiding the project from its earliest stages in 1995 through completion in 2025. The firm’s work included environmental studies, surveying, roadway and bridge design, and accelerated right-of-way and mineral rights services—demonstrating decades-long commitment and expertise.

Engineering Innovation at Scale

The project’s eastern 9-mile section showcases some of the most complex and innovative engineering solutions in the region. Highlights include:

  • 11 bridges, including Kentucky’s tallest bridge at 324 feet

  • A 2,600-foot twin bridge spanning the Russell Fork River and CSX Railroad

  • Advanced construction methods such as incremental launching of steel plate girders

  • Custom interchange designs tailored to mountainous terrain

Navigating the steep and environmentally sensitive Appalachian landscape required precision, creativity, and forward-thinking design approaches—hallmarks of Palmer Engineering’s work.

Driving Economic Growth

Beyond transportation improvements, the project has created lasting economic benefits. Approximately 65 million cubic yards of excavation were required, with excess material strategically repurposed to develop more than 250 acres of land suitable for industrial and residential use.

This thoughtful approach to resource management reflects Palmer’s commitment to delivering projects that provide both immediate and long-term value to communities.

Together, these honors reflect Palmer Engineering’s role in delivering transformative infrastructure that enhances connectivity, supports economic development, and serves communities for generations to come.
