as recognized by The Kentucky Gazette. Each year, only 50 women across the state are selected for this honor, highlighting exceptional leadership, service, and impact in the public sphere.
This year’s Notable Women represent a remarkable group of scholars, attorneys, advocates, journalists, public servants, and veterans whose collective experience spans generations. Chosen for their merit and excellence, each honoree has exceeded the standards of her field and earned recognition from her community, peers, and institutions. Stephanie Blain, P.E., is vice president of Palmer Engineering, where she leads the firm’s Lexington office and manages a broad range of civil and environmental engineering projects across Kentucky.
Since joining Palmer after graduating summa cum laude from the University of Kentucky with a degree in civil engineering, Blain has advanced through the firm’s leadership ranks by combining technical excellence with a collaborative, solutions-driven approach.
After earning her professional engineer license in 2011, she was promoted to project manager and in 2019 was named an associate principal. In 2025, she was promoted to vice president, becoming the only woman to hold that position in the company’s history, a testament to her strategic leadership, mentorship, and commitment to excellence. Known for taking on the most complex and challenging projects, she is widely respected for her dedication and character. Her favorite work focuses on nature-based solutions that benefit the environment, improve water quality, and reduce pollutants in Kentucky’s waterways.
Blain serves as president of the Kentucky Society of Professional Engineers and was named the National Society of Professional Engineers’ National Young Engineer of the Year in 2021. She is an executive branch lobbyist, and she is a strong advocate for infrastructure investment, professional licensure, and STEM education, inspiring the next generation to lead through service and ethics. A Lexington native, Blain lives there with her husband and their three children.
