RIGHT-OF-WAY
Palmer Engineering was selected to provide acquisition, appraisal, and relocation services as part of the 2021–2023 Statewide Right-of-Way (ROW) Services Contract for the Kentucky Transportation Cabinet. Five projects were awarded under this contract, representing a range of roadway improvements, new-route construction, and safety-driven realignments across multiple counties. Palmer’s responsibilities included appraisal development, appraisal review, acquisition services, relocation assistance, and parcel closings on a combined total of more than 270 parcels.
Projects
KY 32, Rowan County
The 2.45-mile moderately complex project involves widening of existing KY 32 from Park Hills Drive to Viking Drive North to improve safety. The project includes 83 acquisition parcels with 56 parcels being appraised and 27 parcels considered Minor Acquisition Review (MAR). Palmer was selected to complete acquisitions for 1 appraisal parcel and 2 MAR parcels. Relocation assistance includes 26 parcels--5 residential relocations, 5 non-residential relocations, 2 signs, and 14 miscellaneous moves.
KY 377, Rowan County
The 4.881-mile complex project involves reconstruction and realignment of existing KY 377 from KY 32 to Clearfork Road to improve safety, capacity, efficiency, and highway connectivity in preparation for a new interchange on I-64 at mile point 3.1. The project involves 106 parcels with 39 parcels considered Minor Acquisition Review (MAR), and 67 appraisals. Palmer was selected to complete appraisals on 67 parcels and acquisitions on 62 appraisal parcels. District 9 is acquiring the MAR parcels and completing all relocations
KY 194, Pike County
The 3.049-mile project involves spot improvement, pavement reconstruction, and realignment along existing KY 194. The moderately complex project will improve KY 194 from the US 119 ramp near Smith Farms Bottom to near Deskins Branch Culvert. Palmer was selected to complete appraisal acquisitions, relocation assistance, and closings on the project--26 parcels comprised of 18 surface parcels and 8 mineral parcels. Of the 18 surface parcels, 8 are in the Minor Acquisition Review (MAR) category with the remaining 8 parcels requiring appraisals. The 8 mineral parcels require narrative appraisals. Relocations include 1 residential/miscellaneous move and 1 non-residential/miscellaneous move.
US 150, Nelson County
The 5.18-mile-long major complex project includes a new route as well as realignment of portions of existing US 150 from the Bluegrass Parkway to the Washington County line. The project requires appraisal, appraisal review, acquisition, and closing services and includes 53 parcels. Palmer was selected to complete 30 parcels requiring appraisals; the District 4 Office will complete 23 MAR parcels and all necessary relocation assistance parcels.
Wendell Ford Airport Access Road, Perry County
The 1.73-mile-long, moderately complex project of new construction includes a new route from KY 15 to the airport and consists of 7 parcels. Palmer was selected to complete 7 parcels requiring appraisal and acquisition and relocation assistance for 1 parcel with 3 relocations and 3 mineral parcels.
